If he is a Devil Fruit user, he may have eaten the Wind-Wind Logia (Kaze Kaze no Mi), the Weather Paramecia (Ara Ara no Mi), or a Mythical Zoan Human Fruit (Hito Hito no Mi) that is modeled after Zeus—it is unknown if this Devil Fruit actually exists, but it is entirely possible.

1. Mythical Human-Human Zoan Fruit (Mythical Myth: Zeus)
The creators of One Piece recently introduced Monkey D. Luffy's Devil Fruit power—the Hito Hito no Mi, modeled after the Sun God Nika (other than the previously known Gomu Gomu no Mi). While this power is undeniably insane to watch, it also suggests the possibility of a special Zoan-type Mythical Devil Fruit modeled after different gods or deities.
The possibilities are endless, but it leaves room for the possibility that there might be a special Mythical Zoan Devil Fruit modeled after Zeus. Zeus is a god worshipped in various ways in the One Piece universe, and his name was also given to one of Big Mom's most powerful friends.
Another interesting point to note, particularly the reason why many fans believe this theory is more likely, is that the Weather Lords' abilities have a special connection to their emotions. This could be a factor, given that Monkey D. Dragon's powers seemed to grow stronger while saving Luffy from execution—not to mention the irony of both Monkey D. Dragon and Monkey D. Luffy possessing the same type of Devil Fruit modeled after different deities.
If Monkey D. Dragon possesses this Devil Fruit, he would naturally take control of all the skies in the One Piece world, which includes winds, rain, and lightning, among other weather- and sky-related abilities by proxy. Monkey D. Dragon has so far displayed similar abilities in the One Piece series, so he could very well possess this Devil Fruit—if it actually exists.
2. Logia Wind-Wind Fruit (Kaze Kaze no Mi)
One of the most well-known and theorized Devil Fruit powers that Monkey D. Dragon is said to wield is the power of the Wind Fruit—or perhaps a similar Devil Fruit also related to wind. The Kaze Kaze no Mi is a Logia-type Devil Fruit that allows the user to create, control, and transform into wind form at will, transforming the user into a wind human.
Luffy's flashback also revealed that Dragon was the one who saved countless people from the Gray Terminal fire, using his wind powers to clear a path for them to escape. As a result, it certainly wouldn't be an exaggeration to say that he ate a wind-related Logia Devil Fruit.
That being said, one of the biggest problems with this possibility is that the Wind Wind Devil Fruit was supposedly eaten by Vento Caelus. However, Oda is known for incorporating tons of twists into the world of One Piece, meaning there could still be a chance that Monkey D. Dragon ate this Devil Fruit or a similar one.
3. Paramecia Wheather Wheather Fruit (Ara Ara no Mi)
The Ara Ara no Mi is a Paramecia-type Devil Fruit, meaning it allows the user complete control and manipulation of anything weather-related—since "Ara" means weather in Japanese. While this Devil Fruit would imply similar abilities related to storms and the sky, it is believed to have been eaten by Garros D. Claude—again, leaving a complex gap in the theory.
