When it comes to Wano County, a very important supporting character was the pink-haired girl Toko, whose story was crucial to the Wano Country arc. There, the former daimyo Shimotsuki Yasuie found her and, seeing that she was a small, unprotected baby, took her in and decided to raise her as his daughter. This is why Shimotsuki Yasuie is considered Toko's father, even though he only adopted her. Not supporting Kaido and Orochi, he was later executed by the tyrants.

Toko's story begins sometime before the present timeline. She was born in Wano Country to unknown parents; the identities of her biological parents have never been revealed, and we don't really know what they looked like, what their names were, or what they did for a living.

But they clearly weren't good parents. We can attest to that. Namely, since she was just a baby, her parents simply left her in the city of Ebisu, and that was it. No reason was given. She simply stayed there.

Luckily for her, since babies aren't really used to living alone on the streets, she was found by the former daimyo Shimotsuki Yasuie, who couldn't really leave a little girl alone on the streets, so he took her in, adopted her, and decided to raise her as his own little girl, thus becoming her father.

Although he was her adoptive father, Toko always considered him her real father, which was consistent with their relationship. This is why Shimotsuki Yasuie is such an important character in the series and why he plays such a significant role in Toko's story.

Now that we've explained that, we can explain why Shimotsuki Yasuie's story is so important and what really happened to him.

Yasuie was the former daimyo of Hakumai and loyal to the Kozuki family. Thirty-nine years before the beginning of the story, Yasuie hired Kurozumi Orochi as a servant after the boy showed up at his door, claiming that all his relatives were dead. Shortly after, Oden came to see him after his father exiled him from the Land of Flowers.

Two years later, he was delighted when Oden was appointed daimyo of Kuri. Later, Yasuie was one of the few people who continued to speak to Oden when he began to publicly humiliate himself. Eighteen years before the beginning of the story, Yasuie received a letter from Oden asking him to protect his family while he and his nine henchmen went to confront Kaido and Orochi.

Yasuie then went to Kuri Castle with his followers and later received news of the true reasons for Oden's antics. After Oden's death, he and the other three daimyo asked Orochi what had become of Toki, who replied that she had died in Bakura and that no one had been seen escaping from the burning castle.

The shogun then gave them a choice: help him and Kaido build the new country of Wano or fight. They claimed it was a silly question with an obvious answer. Shimotsuki Yasuie led an army to rebel and avenge Oden but was defeated thanks to Kaido's strength.

He moved to Ebisu and began calling himself "Tonoyasu." Years later, he adopted Toko, the little girl abandoned by her parents. One day, he realized the little girl had eaten a piece of a defective Smiley, so he told her to let him eat the rest. He then sold her to the Flower Capital so she could earn enough money to distribute food to the people of Ebisu who were unable to work.

He returns to the Flower Capital, where he steals money and gives it to the people of Ebisu. The next day, he pays for Zoro's sushi at an inn and begins to follow him. The two reach another room, where the swordsman wins at a game, infuriating some criminals whom he defeats. The two pass through the ruins of Kibi and reach Ebisu, where the townspeople recount what the Ox Hour boy did the night before.

As Zoro leaves to retrieve his stolen sword, Tonoyasu meets Usopp, Franky, and Law and, learning that they are his companions, informs them that the swordsman has just left the village to retrieve his stolen sword. Later, he listens to the conversation between them and their comrades and shows the coded message received, after recognizing Kanjuro and Shinobu.

He reveals that he was unaware of the Allied ankle tattoo, assuming others were as well, and after confirming his participation in the impending war, he leaves home to distribute food to villagers who cannot afford it.

Hanko asks him to play with him, so the man tickles him and then carries him a short distance on his back. He then gives him a house to stay in for Bingo, Bongo, and Bungo. He decides to pose as the Ushimitsu Kozo, stealing money in the Flower Capital just before the latter's usual time and getting himself arrested in Rasetsu, where he distributes information about the new rallying point to the Kozuki family's allies, with a plan in mind to exonerate them.

During his execution, broadcast live across the country, he declares that he wants to reveal something: while the people of Hakumai mourn him, Yasuie recalls the times spent with Oden and claims that he pretended to be the little boy from the hour of the ox to gain some fame before his death; he then goes on to express his thoughts on Orochi, admitting that he designed and distributed the Kozuki family flyers as a joke, stating that the moon tattoo was just a fad at the time, and revealing the dirty methods used by the shogun to rise to power with the help of Kaido and by killing the feudal lords who opposed him.

He is then joined by Orochi, who, provoked, shoots him with his guards, killing him.
