Rob Lucci is a CP0 agent who was previously a member of CP9. He acted as the main antagonist in the Enies Lobby arc of One Piece. Now, with the release of Chapter 1068, it appears that he, along with the rest of CP0, will be the antagonists of the Egghead Arc. Lucci will indeed have a new confrontation with Luffy and the rest of the Straw Hats. So now the question of the moment is: how strong is Rob Lucci at CP0?

Lucci is one of the strongest members of CP0. Now, after showing his Zoan Awakening, we can consider him the most powerful current member of CP0. Currently, Lucci is on the same level as an admiral.

In the Enies Lobby Arc, Lucci was the leader and strongest member of CP9. His Doriki or power level was 4,000, which was significantly more than Kaku, the second strongest man in CP9, at 2,200. 1) Devil Fruit

Rob Lucci ate the Neko Neko no Mi: Model Leopard, which is a Zoan-type Devil Fruit. This allows him to transform into a leopard that is fiercer and more dangerous than a normal leopard. He is also capable of transforming into a half-man, half-beast hybrid form.

Lucci's awakened form resembles his hybrid form but with a black ribbon around his shoulders, similar to the white ribbon of Luffy's Gear 4 forms. Lucci's ribbon features the designs of his Devil Fruit.

In his awakened form, Lucci confronts Luffy with a punch but appears to be overpowered by the pirate, although he is not yet injured or weakened. In fact, he seems to be in pretty good shape as he hits Sentomaru in the blink of an eye with his Haki-equipped "hand gun".


2) Haki

Although in canon Lucci has yet to use any type of Haki, he can probably use at least Busoshoku and Kenbunshoku Haki as high-ranking government agents.

In fact, he used Busoshoku Haki on his arms during his fight against Sabo in One Piece: Gold. He also uses Busoshoku to hit Sentomaru with his "hand gun". "


3) Rokushiki

Like all other Cipher Pol agents, Lucci has the Rokushiki in his arsenal. Rokushiki is a set of six special techniques allowing these agents to perform superhuman acts. The techniques include the following:

  • Geppo: This technique allows the user to kick the air with great force to walk on air.
  • Tekkai: It is, to some extent, similar to Busoshoku Haki. It allows the user to harden their muscles to such an extent that external physical force has no impact on them.

  • Kami-e: This technique grants extraordinary flexibility to the user, which can be used to avoid attacks.
  • Rokugan: This is a special technique that can only be achieved after mastering all six previously discussed techniques. Out of everyone in CP9, Lucci was the only one to have Rokugan .

Thanks to this technique, the user extends their palms and channels their energy into the palm to create an intense and powerful shockwave capable of causing internal as well as external injuries.

The shockwave is so powerful that it can create a massive slash in a concrete wall several meters away and cause internal injuries to Luffy, who is made of rubber.


4) Seimei Kikan

This is a special ability that allows the user to shape their body into different forms to better fit specific Rokushiki techniques. CP9's Kumadori uses this technique extensively.

Lucci can only use this ability for the Kami-e technique, for which he reduces his body to a smaller and more slim form.


5) Speed

Lucci has always had a lot of speed. He is further enhanced with his Zoan-type Devil Fruit, which gives him the speed of a leopard. This, along with Soru, makes Lucci one of the fastest characters in the series. After the time skip, during their visit to Egghead Island, he is even faster than before and fast enough to crush a cyborg and eventually kill Sentomaru in an instant.
