To fully explain God Valley's role in history, we must return to the God Valley incident, which occurred 38 years before the current timeline. Beyond that, we can safely say that God Valley was an island located somewhere in the world, but since it has since disappeared from all known records, no one knows where it was or what happened to it in the meantime. The Xebec Pirates were founded on Hachinosu, also known as Pirate Island, and included many famous names alongside Rocks D. Xebec, including Big Mom, Kaido, Shiki, Silver Axe, Captain John, and Ochoku. However, the members all got along very poorly, and murders among their companions were common.

The crew, as we've said, was basically akin to a real terrorist organization, and their captain's goal was none other than to become world ruler, which is why they were so dangerous and why they sowed chaos wherever they went. They posed a great threat to the World Government, according to Sengoku, but not only to them: they posed a threat to the entire world. And then it happened—the God Valley Incident.

According to Sengoku, it was Xebec himself who personally instigated the incident.
