Furthermore, Shanks's history is directly tied to this island, so it is possible that his father was the ruler of God Valley before the incident, but this has not yet been confirmed or denied.

The God Valley incident is a major mystery that absolutely must be answered.
To fully explain God Valley's role in history, we must return to the God Valley incident, which occurred 38 years before the current timeline. Beyond that, we can safely say that God Valley was an island located somewhere in the world, but since it has since disappeared from all known records, no one knows where it was or what happened to it in the meantime. Now let's take a look at what happened 38 years ago.
Back then, the Rock Pirates were the ones who sailed the seas in an era before Gol D. Roger became the Pirate King, the most dangerous pirate in the world, and the biggest target of the World Government. It's worth noting that unlike the Roger Pirates, who were simply fighting for a better, free world, the Xebec Pirates posed a real threat to everyone and could easily be labeled terrorists.
The Xebec Pirates were founded on Hachinosu, also known as Pirate Island, and included many famous names alongside Rocks D. Xebec, including Big Mom, Kaido, Shiki, Silver Axe, Captain John, and Ochoku. However, the members all got along very poorly, and murders among their companions were common.
The crew, as we've said, was basically akin to a real terrorist organization, and their captain's goal was none other than to become world ruler, which is why they were so dangerous and why they sowed chaos wherever they went. They posed a great threat to the World Government, according to Sengoku, but not only to them: they posed a threat to the entire world. And then it happened—the God Valley Incident.
According to Sengoku, it was Xebec himself who personally instigated the incident. Being immensely powerful, Xebec thought he could defeat the Marines, as God Valley was a stronghold of the World Nobles, but something unprecedented happened: the Marines, led by Monkey D. Garp, formed an alliance with Gol D. Roger and his powerful crew, and the two forces succeeded in defeating Xebec. But there was more to it. The God Valley incident wasn't a simple altercation. That much is obvious, but we don't really know the details. All we know is this:
God Valley was a stronghold of the World Nobles, and it seemed that the World Nobles ruled the island. Based on what we know from the most recent manga plot, it's possible that a member of the Figarland family rules the island. This hasn't been confirmed, but it's a possibility.
Why? We know that Shanks was found in one of the island's vaults, where his parents likely hid him. Knowing that Shanks is related to the Figarland Family, a World Noble family, it could very well be that Shanks's parents ruled the island and hid him in a vault to save him from the chaos, but this is a theory that remains to be confirmed.
This is also the second thing we know about God Valley: it's where Shanks was found. As we said, he was in a chest that was taken by Roger, who then took him and made him a member of his crew. There are no details on how Shanks ended up there, but you can easily connect the dots and deduce what could have happened, as we did in the previous paragraph. The chest was discovered by Roger, Silvers Rayleigh, along with Scopper Gaban.
Ultimately, we know that we know nothing. God Valley has been completely wiped out. The island has apparently disappeared physically and has also been erased from all records and maps. This is why no one knows where God Valley was, or who the island's ruler was, but based on the manga's most recent revelations, it could very well be that one of Shanks's relatives actually ruled the island before it disappeared completely.
