The Rocks Pirates from One Piece were a legendary pirate crew led by Rocks D. Xebec. The Pirates were active until 38 years ago, when they were disbanded during the God Valley Incident. It included no fewer than three future Emperors: Big Mom, Kaido, and Whitebeard, as well as Shiki and Captain John. The crew posed one of the greatest threats to the World Government of its time and was probably one of the most powerful pirate crews. Nothing is known about him, so we placed him at the bottom of this list because we couldn't really assess his strength compared to the other crew members. 7. Ochoku

Ochoku is a pirate who was a member of the Rocks Pirates, as well as one of the people involved in the Rocky Port Incident. He was also the former leader of Hachinosu until he was defeated by Marshall D. Teach, who became the island's new leader. Like the rest of the Rocks crew, he could no longer stand himself and went into hiding. Ochoku's abilities are unknown. According to Sengoku, he was, like Shiki, John, or Silver Axe, a renowned pirate, indicating that he must have been very strong.

He was part of the Rocks Pirates who ruled the seas over 40 years ago. Thirty-eight years ago, the crew disbanded following the God Valley Incident and the death of their captain, Rocks D. Xebec. After that, he became the ruler of Hachinosu. Ochoku was involved in the Rocky Port Incident, where he confronted Blackbeard. With Koby's help, Blackbeard was able to defeat Ochoku and become the new ruler of Hachinosu.

6. Captain John

Status: Dead

John, better known as Captain John, was a famous captain whose body fell into the hands of Dr. Hogback and was altered to become one of Moria's zombie generals. In life, he was renowned for amassing the greatest treasures in the One Piece universe. His legendary treasure cave is highly sought after by Buggy. Before forming his own crew, he was part of the Rock Pirates.

During his life, John was such a greedy and disgusting person that he was betrayed by his own crew, who rebelled against him. As a zombie, John has the personality of a drunkard due to the shadow that animates his corpse. He is so lazy that he often has trouble following orders. And, due to his alcoholism and constant drinking, he is nicknamed "Lazy Captain John."

His zombie personality contrasts sharply with his real life self. Like the rest of the Rocks crew, he couldn't stand himself, causing everything to go underground. As a captain, he was too selfish with the treasure, causing resentment among his crew, who killed him. As a zombie, he is nearly invincible; his only weakness is salt. With his shadow used by Hogback to form a zombie general, he was likely a powerful and feared pirate. He carries two swords on either side of his waist.

At one point in his life, John joined the Rock Pirates until his defeat at God Valley, at which point he decided to leave the group and continue on his way like the others. John became a pirate captain, managing to collect a large amount of treasure. Wanting to keep the treasure for himself instead of sharing it with his crew, they mutinied and ended his life, fatally stabbing him in the chest. However, his treasure was never found and became the subject of great myths. Among those who decided to search for his treasure was Buggy.

5. Shiki

Shiki was one of Gol D. Roger's main enemies, demonstrating his enormous power. He was also a great swordsman and the leader of the largest pirate fleet of his time. This placed him in a position of great power and reputation. He commanded a fleet of at least 51 ships, similar to Don Krieg and Whitebeard's pirate fleet. It is unknown how strong his crew was, but it is known that it was the largest pirate fleet of its time.

During Roger's time, he was one of the most powerful pirates of the time, being on the same level as Sengoku, Garp, and even Whitebeard and Roger. He was locked away on Level 6 of Impel Down, which gives you an idea of ​​his power. Shiki would become known as the first prisoner to escape Impel Down unaided.

The difference between Shiki's escape and Luffy's is that Luffy needed the help of two Sea Warlords and a group of over 200 notorious criminals. Shiki possesses tremendous physical strength and excellent fighting skills. The first time he faced the Straw Hats, he easily parried the attacks of Luffy, Zoro, Sanji, Usopp, and Chopper by trapping them in a gigantic pillar of earth.

He was able to stop a kick from Sanji with one hand, then fight at the same pace as Luffy in his Gear Second state. He was also able to block one of Zoro's powerful attacks with one of his legs, then send Zoro to the ground with a single punch. Shiki has a high tolerance for pain. This was demonstrated by his ability to endure the pain he must have experienced after the rudder was driven into his head and after cutting off his legs to escape Impel Down.

When Chopper attacked him with his Kokutei Roseo Metel, Shiki was unharmed. Shiki possesses great skills as a swordsman, this was demonstrated when he killed a group of marines with his two swords. After losing his legs, he replaced them with his swords. This does not prevent him from attacking with them, as he can move with them without problem and attack in surprising ways.

Thanks to the Fuwa Fuwa no Mi, a Paramecia-type Devil Fruit, he is able to control the gravity of any object, regardless of its weight. One drawback he possesses is that he cannot levitate any living being, whether animal or human. The only exception to this rule is himself, as he can levitate himself.

As expected of someone who was one of the Four Emperors, Big Mom is one of the most powerful and influential pirates in the world. The Five Elders mentioned that she was one of the few people capable of stopping Blackbeard. Even the Straw Hat Pirates acknowledged that they could be quickly crushed if they fought her recklessly. She is referred to by Kaidou's subordinates as the "strongest woman in the world."

Thanks to her strength and influence, Linlin has managed to assemble a very powerful crew composed of internationally important allies, such as Capone Bege, a member of the Worst Generation, or Jinbe, a former sea warlord. She also has considerable influence within the underworld, having important ties to some of its emperors or members of the Germa 66. Those who marry her children automatically become members of her crew.

She is known to be capable of destroying entire countries for candy, even intimidating her own subordinates, such as Pekoms and Tamago, who have expressed great fear when speaking to her irritably. In fact, the vast majority of her subordinates and children have been shown to fear her mother. Ironically, this fear makes Big Mom more powerful due to the nature of her Devil Fruit powers.

Big Mom wields enormous influence in the New World, keeping a large number of territories under her protection, much like Edward Newgate. Her influence in her world allows her to gather information on people of interest based on threats and requests. It is said that even demons would attend her tea parties if invited. It is unknown if she still has the same influence or if she still holds the same territories after her defeat.

3. Kaidou

Before the conflict at Marineford, Kaidou attempted to take Whitebeard's life, something few would dare do, though he eventually faced Shanks. When Gecko Moria was at his strongest, Kaidou fought him and emerged victorious, devastating his entire crew. The Five Elders have mentioned that Kaidou is one of the few people capable of stopping Blackbeard.

Trafalgar Law stated that Kaidou could easily assassinate Donquixote Doflamingo, a world-renowned and extremely powerful pirate. Law also theorized that even with an alliance with the Straw Hats, his chances of overthrowing the Emperor were reduced to 30%. This statement may be questionable, however, as at that time, Law was not in any real, open conflict with Kaidou.

The Emperor managed to defeat another member of "The Worst Generation": Eustass Kid with apparent ease. He refused to take Luffy and Law's alliance seriously, regardless of his accomplishments, viewing the defeat of a Sea Warrior as minor and of no real importance to him. Kaidou then effortlessly defeated Luffy himself, knocking him unconscious with a single blow.

Kaidou can also take on Big Mom of the Four Emperors, as evidenced by the strength of their clash, which was strong enough to split the sky in two, similar to the clash between Whitebeard and Shanks, and fought her for two days without sustaining any injuries. Like the rest of the Emperors, Kaidou has a large number of subordinates and other pirates allied with him, such as X Drake or Scratchmen Apoo. With Caesar Clown and Doflamingo as partners, Kaidou has managed to create an army of over five hundred artificial Zoan Devil Fruit users, the Gifters.

2. Edward Newgate

He was the captain of the Whitebeard Pirates, one of the most powerful crews to ever exist. As the only man in the world, he was able to fight on equal terms with the Pirate King, Gol D. Roger. This individual power is reinforced by the fact that Kaido, nicknamed "the most powerful creature," believes that Whitebeard would be one of the few people capable of facing him in combat.

As stated, Newgate was, along with Shanks, Kaido, and Big Mom; one of the Four Emperors: the four most powerful pirates who dominated the second half of the Grand Line, yet he was the strongest of the four. Newgate's reputation was so great that his mere declaration of Fish-Man Island as his territory was enough to keep slave traders and pirates away from the place, making Edward Newgate far more effective than the treaty signed with the World Government two hundred years before his death.

Newgate controlled a massive pirate fleet (like Don Krieg) consisting of 1,600 pirates, divided into sixteen divisions, each led by an incredibly powerful division commander. He was so powerful and feared that the entire Navy, including the highest command, would rally to fight him and his fleet. Further testament to his incredible power is the fact that the Seven Warlords of the Sea were also called upon to aid him in the fight.

Although in the end only 5 of them (Dracule Mihawk, Donquixote Doflamingo, Bartholomew Kuma, Boa Hancock and Gecko Moria) end up being present at Marineford prepared for Whitebeard's attack.

1. Rocks D. Xébec

Rocks D. Xebec, better known as Rocks, was the captain of the Rocks Pirates. He became a prominent pirate forty years ago, before Gol D. Roger's rise to power. Rocks's strength is unknown in detail, but according to Sengoku, in his time, he was so powerful that it took the combined efforts of Garp and Roger to break his might. He is also considered Roger's first and most formidable rival, even more so than Whitebeard.

This is reinforced by Kaidou's belief that Xebec was one of the few people who could stand up to him in combat. Rocks led his own gang, consisting of pirates who later became legendary, such as Big Mom, Kaidou, Whitebeard, Shiki, and others. None of them liked to follow orders, which paints a picture of Rocks's great leadership. In Sengoku's memories, Rocks appears wielding a sword.

Over forty-four years ago, Xebec founded the Rock Pirates on Hachinosu Island and quickly became an infamous pirate who represented an era that lasted until Roger became the Pirate King, committing such atrocities that some were erased from history. His subordinates were pirates who would later become legends and even become part of the Four Emperors.

Thirty-eight years ago, Rocks led his crew on a mission endangering the World Nobles and their slaves. In God Valley, the Rocks Pirates clashed with the alliance formed between the Roger Pirates and the Marine army commanded by Monkey D. Garp. This confrontation would become known as the God Valley Incident, in which the Rocks Pirates were ultimately defeated, resulting in their disbandment and the death of their captain.
