The term "Ruler" in the Nasuverse can refer to a specific character, or it can refer to a class of the same name in the mobile game, Fate/Grand Order . Characters of this class are also considered Heroic Spirits, with the title "Arbitration Heroic Spirit," but they are not considered one of the seven standard Servant classes. They can use or take Command Seals, and they can be the master of other Servants.
His purpose is to preside over the Holy Grail War itself. He acts independently of the war's overseers and mediators provided by the Church and independently ensures that the concept and rules of the Holy Grail War are upheld. The Sovereign appears in the Great Grail War recounted in Fate/Apocrypha. In the Great War, the Sovereign does not side with any Master or Servant and instead acts according to the logic inherent in the Grail itself.
Another purpose of a ruler is to ensure that the laws of the Heroic Spirits are not violated. He acts as a judge of all things for the purpose of maintaining human history. Beings summoned to the ruler class are usually saints recognized by the Church for performing miracles. However, the Chaldean Fate/Grand Order system of DESTINY, other beings throughout human history and tradition who meet the proper criteria to be a servant ruler do not need to be a saint.
Shirō Tokisada Amakusa
Shirou Tokisada Amakusa is summoned as a Ruler-class Servant in the Fate/Apocrypha anime during the Third Holy Grail War. Throughout his existence, he fulfills the roles of Master, Servant, human, and mage.
During his lifetime, he was the leader of the Shimabara Rebellion during the Edo period. People of his time believed he performed many miracles, such as walking on water, but these were merely spells. He led the peasants of the Shimabara Rebellion to victory. This should have been impossible and was also considered a miracle. Eventually, the shogunate forces managed to capture and execute Shirou by beheading him. At that moment, as his allies were tortured and killed all around him, Shirou felt no remorse, pain, or sorrow. He believed there must be a reason for all this loss of life and prayed to God to give him another chance to create a happy, perfect, and pure world without evil.
Fate/Apocrypha takes place in an alternate timeline to the *Fate/stay night* series. During the Third Holy Grail War in Fate/Apocrypha , the Einzbern family summons Shirou Tokisada Amakusa as their sovereign servant, which goes against the normal rules of the Holy Grail War. During this time, Shirou was able to touch the Greater Grail, allowing him to remain materialized in the flesh even after his master's death. Shirou was later adopted by Risei Kotomine and became Kirei Kotomine's half-brother.
During the Great Grail War, Shirou joins the Red Faction. He summons the Red Assassin (Semiramis), who accepts him as her Master. Shirou continues to control and manipulate several Masters and makes contracts with several Servants of the Red Faction. He even makes a contract with the Black Faction's Spellcaster.
During the Great War, Joan of Arc is summoned to be the ruler in charge of ruling everything. Shirou considers her an enemy of his goal and the two fight. Shirou then loses his arm and Joan dies.
Appearance
He appears in the Great Holy Grail War as a teenager with spiky white hair and golden eyes. He wears the red robes of a priest and a black uniform, as well as a necklace with a golden cross. His skin is tanned. His age is several decades after his reincarnation, but he still looks seventeen.
In his servant form, he has much longer hair, in a style common to Japan's samurai period. His outfit, colored white, black, cream, and red, is a blend of Japanese and European influences.
SKILLS
Shirou Amakusa is more closely classified as a spellcaster than a mage. He did not possess great combat or magical abilities during the Third Holy Grail War. However, because he is brilliant and manipulative, he is often able to win his battles. As an overseer during the Great Holy Grail War, he has the Spirit Board ability to see the status of the fourteen participating servants.
Noble fantasies
None Off-Hand - Xanadu Matrix: Anti-Unit Class. Also known as the Foundation of Heaven's Blessing. Can connect to the Foundation of Thaumaturgy, allowing him to use the Almighty Key, meaning he can use any type of magic he wishes.
None Right Hand - Devourer of Evil: Anti-unit class. Also known as Predation of Malice. Similar to the Left Hand, it allows him to use any magic without needing time to train or master it. It also grants him precognition.
