Geto was a very powerful jujutsu wizard, even when he was just a student. His cursed technique, , gave him the ability to absorb cursed spirits and incorporate them into his arsenal for use later.

Toji, on the other hand, is a unique individual in the world of jujutsu who does not have any cursed energy. Instead, he has physical power that makes his physical abilities far exceed those of a normal human, and even a jujutsu wizard.

Toji could have easily killed him, but chose not to because he wasn't sure what would happen to all the cursed spirits Geto had under his control once he died.

Not wanting to face a crowd of cursed spirits, Toji spared Geto's life.

It's harder to tell if an adult Geto was stronger than Toji since he became more powerful over the years. But even then, Toji would have been the strongest, even if it was a bit in comparison.
