All three admirals are extremely strong and quite close to each other in terms of power levels. To properly assess who the strongest admiral is, we need to look at his individual strengths and weaknesses, as well as how he would handle any situation. - It can increase the number of already existing plants and can also create plant life from nothing. This is shown when he first makes plants bloom in Udon , noted for its barren soil.
